British Broadcasting Corporation Gaza Film Deemed a 'Major' Infringement of Broadcasting Standards, Says Ofcom

The public service broadcaster committed a "serious breach" of industry standards by not revealing that the voice of a programme about Gaza was the offspring of a Hamas representative, as ruled by regulatory body Ofcom.

An investigation by the broadcasting watchdog into the programme Gaza: How to Survive a Warzone has found that the film was "substantially inaccurate".

The BBC's director general had previously apologised, saying there had been "a significant failing in relation to factual correctness".

The regulator has directed the BBC to transmit a peak-time announcement about its conclusions.

"As this represents a significant violation of our rules, we are instructing the corporation to air a statement of our findings against it on BBC2 at 9pm, with a date to be determined," the regulator stated.

'Possibility to Damage Confidence'

The regulator's announcement declared: "The inquiry we conducted concluded that the programme's failure to disclose that the narrator's male guardian occupied a role in the Hamas-controlled government was substantially inaccurate.

"Consequently that the viewers did not have vital facts which may have been very significant to their assessment of the narrator and the details he provided.

"Trust is at the core of the relationship between a media organization and its audience, notably for a state-funded media outlet such as the British Broadcasting Corporation.

"This failing had the possibility to undermine the exceptionally strong amounts of credibility that the public would have placed in a factual film from the broadcaster about the Israel-Gaza war."

The documentary was withdrawn from the online platform in the month of February after the presenter's personal associations emerged, and in this past July an broadcaster's internal assessment concluded it infringed the organization's editorial guidelines on accuracy.

A corporation official stated: "The authority's determination is in line with the conclusions of the internal assessment, that there was a major oversight in the documentary in relation to the BBC's Editorial Guidelines on accuracy, which corresponds to Rule 2.2 of the regulator's media standards.

"We expressed regret for this and we accept the regulator's ruling in complete. We will adhere to the directive as soon as the schedule and wording are confirmed."
